Fault ADK by relaxservice.exe и windows firewall

Описание проблемы

Ошибки Assessment and Deployment Kit (ADK) из набора Windows Kits 8.1, после установки обновлений и перезагрузки. Приложение не работает.

Диагностика

В Event Viewer по проблеме целая пачка связанных событий:

  1. (ID 7034) The Windows Assessment Services Service service terminated unexpectedly.  It has done this 1 time(s).  (Сервис запустился вручную, но через две минуты упал.)
  2. (Warning ID219)  The driver \Driver\WudfRd failed to load for the device SWD\WPDBUSENUM\{ca63225e-61ec-11e9-8108-806e6f6e6963}#0000000000100000.
  3. (ID 0 / RelaxService) Could not initialize relax.  Exception Command netsh advfirewall firewall set rule name="@FirewallAPI.dll,-30253" new enable=yes localip=any remoteip=any failed on localhost with error 'Incorrect function.
  4. (ID 1026 / .NET Runtime) Application: relaxservice.exe Framework Version: v4.0.30319 Description: The process was terminated due to an unhandled exception. Exception Info: System.NullReferenceException
  5. (варнинг ID 2003 / Perflib) The configuration information of the performance library "C:\Windows\system32\BEPerfDll.dll" for the "Backup Exec" service does not match the trusted performance library information stored in the registry. The functions in this library will not be treated as trusted.
  6. (ID 1008 / Perflib) The Open Procedure for service "BITS" in DLL "C:\Windows\System32\bitsperf.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code.
  7. (ID 1023 / Perflib) Windows cannot load the extensible counter DLL MSSQL$ADK. The first four bytes (DWORD) of the Data section contains the Windows error code.
  8. (ID 1023 / Perflib) Windows cannot load the extensible counter DLL MSSQL$BKUPEXEC. The first four bytes (DWORD) of the Data section contains the Windows error code.
  9. (ID 1023 / Perflib) Windows cannot load the extensible counter DLL SQLAgent$ADK. The first four bytes (DWORD) of the Data section contains the Windows error code.
  10. (ID 1023 / Perflib) Windows cannot load the extensible counter DLL SQLAgent$BKUPEXEC. The first four bytes (DWORD) of the Data section contains the Windows error code.

Причина и решение проблемы

Причину следует искать в событии (ID 0 / RelaxService) :
 

Command netsh advfirewall firewall set rule name="@FirewallAPI.dll,-30253" new enable=yes localip=any remoteip=any failed on localhost with error 'Incorrect function.

и всего  навсего ВКЛЮЧИТЬ выключенный сервис брандмауэра/сетевого экрана/firewall Windows.
